SIMON COTTEE is Lecturer in Criminology and Criminal Justice at the University of Wales, Bangor. THOMAS CUSHMAN is Professor of Sociology at Wellesley College in Massachusetts and the founder and editor-at-large of the Journal of Human Rights.
