Terry F. Buss is Professor and Chairman of Public Management in the Sawyer Schoo of Management at Suffolk University, Boston._In addition to directing policy research centers at the University of Akron, Youngstown State University, and Ohio State University he has worked as a visiting economist at the World Bank, Economics Division of the Congressional Research Service, and Council of Governors' Policy Advisors. He is the author of 10 books on public policy issues, entrepreneurship and economic development.
