Excerpt from Marine Science Affairs, a Year of Transition: The First Report of the President to the Congress on Marine Resources and Engineering Development; February, 1967The Marine Resources and Engineering Development Act, Public Law 89 - 454, calls on the President to develop a comprehensive, long-range, and coordinated national program in marine science, with the assistance of a National Council on Marine Resources and Engi neering Development, and an advisory Commission on Marine Science, Engineering, and Resources.The Council is composed of the Vice President, who serves as Chairman, five members of the Cabinet and three heads of other Federal agencies.
