Dr. Charles Carter is a tenured associate professor of history at Shorter University. He holds a Ph.D. from Ohio State University. Dr. Carter has written for the International History Review and served as co-editor (with Melissa Yeager) of Pacts and Alliances in History: Diplomatic Strategy and the Politics of Coalition.
