Jean Paul Ntsengue è un esperto legale e socio-politico, e un insegnante-ricercatore alla Scuola Nazionale di Amministrazione e Magistratura (ENAM) del Camerun. Tra il 2008 e il 2010, ha partecipato per conto della parte camerunese ai negoziati dell'accordo volontario di partenariato FLEGT tra l'Unione europea e il Camerun.
