Portz is associate professor and director of graduate programs in the Department of Political Science at Northeastern University. He is author of The Politics of Plant Closings (1990) and co-author of City Schools and City Politics (1999). Portz also serves as an elected town councilor in the city of Watertown, Massachusetts. Michael C. Tolley is associate professor and director of the undergraduate program in the Department of Political Science at Northeastern University. Among Prof. Tolley's works are State Constitutionalism in Maryland (1992), Courts of Admiralty in Colonial America (1995), and the forthcoming Freedom, Rule of Law, and Democracy in the United States and Britain.Christopher J.
